This propaganda set was issued by the Polish Underground Solidarity Movement as a diversification statement against martial law which had been declared by the Communist Authorities in Poland. The underground members who issued this stamp risked a lot because if they had been caught they would have been imprisoned without trial. The image is not very clear but I think you are right - it is a Victoria platen, albeit a later model, made in the UK by Frank F Pershke. Three UK-made models were made, all based on the Victoria model. Vicobold Autovicobold Autovic The followind is taken from museum.imj.org.il/coins/israel.htmlDoar Ivri As long as the British still held the mandate in Palestine, the printing of stamps by the provisional government had to be carried out clandestinely, using primitive printing presses. The first stamps, in nine denominations, were thus printed on an improvised printing press in Sharona (today, the Kiriya in Tel Aviv), on low-grade paper of different shades. The caption on the sites states: Otta Wallish checking the first prints of the new stamps.

The improvised Printing Press belonged to the Ha'aretz newspaper and was moved from their works to Sharona because of the threat of reporters finding out !! It was moved quietly and secretly in the middle of the night, apparently. The original plan was to use the Levin-Epstein Press in Bat Yam (near Jaffa) but because of Arab hostilities nearby, production was moved to the Ha'aretz press.
Two printing presses were used and two manual perforators. Printing blocks used to print Broadway Cigarette wrappers were used initially and trial 'stamps' of the wrappers still exist and can be found from time to time at auction.
Otte Wallish was the designer of these first stamps and of many subsequent issues for the new State of Israel.

Louis Chambon. 'Chambon Ltd. Louis Chambon (1861-1832) was a pioneer in multicolour rotary stamp printing. His stamp presses and perforating machines were used at its London premises to print stamps or test designs for various countries, invariably as essay or proof runs prior to export of the printing machine. An example is an Australian Kingfisher design printed in photogravure for the Commonwealth Bank.' G.Morgan, Stampprinters. www.stampprinters.info/
