Belay that. A quick look at the scan, after I posted this and I see Serbia in the text encircling the eagle. But what kind of stamp?

James, your Serbian Revenue was designed / engraved by Frenchman, Ernest Paulin Tasset (1839-1919) He often signed his work, as shown on this French revenue.
