Hagen, Germany (North Rhine - Westphalia) March 23, 1946 I can't make out the purple marking very well. Has anyone seen it before and know what it means? Thanks in advance for any assistance.

It's "Gebühr bezahlt." (fee paid).

Thanks! Were these used just commonly because of a shortage of stamps or was it more of a business usage marking?

Stamp shortage. Though the Allies had issued stamps by that time, there were acute shortages for a lengthy period, so provisional payment markings like this are common.
