This stamp is Gibbons #462, issued in 1980. The stamp was issued in sheets of 4 stamps + 2 labels. My 1998 Gibbons notes that the sheetlet of #462 is known without the RED color in the right-hand label, i.e., the map. Scott does not mention the error, which does not appear on a stamp, only on the label that occurs only in the sheetlet of four, so no one's much interested. Still, I think I have one, as the only color on the label is yellow-orange. Opinions? Is the error priced in Gibbons of the past two or three years?

Thanks for your post, Doug. Sorry to say that I don’t have a more recent Gibbons catalogue to be able to provide that info. Hopefully, another member will be able to help.
As for omitted color, the only comment I can make is what I have read in the literature: the stamp needs to be checked under high magnification to ensure that there is no trace of the omitted color on it. If it has even a microscopic bit of red, it would not qualify as an omitted color.
Hope this may help a little.
