Does anyone know the origin of this stamp? Cinderella? It is a large size, 47mmx33mm. Looks old, but certainly not a genuine stamp?

Wilhelm II speaking at Empires 25th Anniversay Celebration (A15) appears to be Type II Scott # 65A 1900 or could be Scott 78 1902 or 1905-19 Scott # 95

Thought I'd better post this image as well. I do know what the stamp represents, it's the size I'm inquiring about. This image came from an eBay auction, not mine. The stamps below and to the right are the same stamp in standard size. My Michel does not list the oversized stamp and somewhere I've seen this listed as a proof or essay?

I have the same stamp in an old file of German Cinderellas listed as Catalog# AD889-1 I don't have any other info.
