According to Google Translate, it states, "Republic of China Stamp".

For Asian and Eastern European languages, Google Translate may be OK for single words and short phrases, but it often misses the mark (sometimes comically so) for longer phrases or sentences. The reason is because Google Translate doesn't always break up the sentences correctly -- pair/group words slightly differently and the meaning can be quite different. When I use Google Translate on such a language and not familiar with it, sometimes I will "break" the sentence up myself into separate lines in Google Translate and see any changes in their translation. At times, I've found forcing Google Translate to think differently helps give a more accurate translation.
Of course, it's always best to ask a native speaker or someone fluent in that language.
