I don't know much about either item, however the circular stamp on the front and back of your second item contains the symbol of the The Haganah, and the text around the symbol reads "The Haganah Commander" at the top and "Tiberias" at the bottom.
The Haganah were a paramilitary organisation founded in 1920 to defend Jewish settlements from Arab attacks, it was absorbed into the Israeli Defence Force in May 1948 after the War of Independence.

Can't tell you much neither. The first is a postal card for the use by a war prisoner. I guess for prisoners in Israeli camps. No need to pay for a stamp.
On the seccond one the date is 11 April 1948, which is during the war of independence. The writing is "commander" and the seccond word is an abriviation I am not familiar with
