Ha! I found it in my old 1982 Scott catalog. #14 under "late fee stamps" (issued in 1902...$1.00cv in 1982, but $0.80 in 2009).

It is from a 1947 Belgian Congo stamp, Scott #228,commemorating the 50th anniversary of the abolition of slavery in the Belgian Congo.

I have quite a few of these. But has anyone ever seen them without the "millionen" on the bottom? No words or numbers at all on the bottom... While catching up on my reading here I saw your post and thought you might like to know that your upper 5pf stamp also has a well known plate flaw. Look for the broken network line at the far left.

smauggie just showed a "general delivery" US Auxiliary Marking from 1892. It has been a long-standing tradition in the US that you can send a letter to someone who doesn't have an address by using the name of the town and adding "general delivery". Then you go to the PO and ask if you have received any mail. I noticed a person using this method a few days ago in my local town. My question is do other countries also offer this, and are any particular phrases needed to signify that the letter should be stored in the PO awaiting arrival of the person?

Just a note to let you all know that I'm still alive, though a recent accident set me back a bit and caused me to readjust priorities (less stamp activity, more home stuff) . I'll certainly continue enjoying the wonderful posts, but will likely be only semi-active in the foreseeable future.
