The Poortman on the right has a fake overprint triangle... since the cancellation states 1938... The rest are valid.

For those like me who doesn’t know what the -10% is… ok, just for me… what the -10% overprint is?

After WW2, Belgium had a currency devaluation (as did the Netherlands). As they couldn't afford to reprint all the stamps, a law was passed that all stamps had to have a "-10%" overprint applied by the post offices. As this law was driven by minister Achiel Van Acker they ended up being referred to as the "Van Acker series".
This rule was in force between 16 May 1946 and 14 Dec 1948. Stamps bought before that time could be taken to the post office (had to be at least 20 stamps per lot) to be overprinted with the devaluation.
Over 2200 different stamp & overprint combos are known.

Putting together my 20 yr accumulation of Belgium (etc) non-Scott listed. Couldn't help but note that Scott does list 3 stamps w/ the -10% discount rate ovpt on #355, 357 & 360 as #365-367 but not on any of the other issues. Have a good variety of the various types of ovpts on #279,286,289,Lion Rampant issue,294,296 & 301. Any ideas out there as to why Scott would only list the 3 stamps and none of the others?

COB's #724R, #724S and #724T are the equivalents of Scott's #365-367. These ones were officially overprinted at the "Atelier du Timbre" in Malines, whereas all the others were manually overprinted by postal workers in the post offices. I suspect that's why the official ones are the only three in most catalogs.

Thanks for the insight. Perhaps as you noted the official ovpts are recognized with the local ones being too numerous to list in Scott and left to the specialty catalogs. This does occur with other stamp issues especially ovpts and understood.
