Both appear to be overall tagged, as expected. Are these used stamps? Length/type of soaking will sometimes affect the tagging intensity.

They are overall tagged but these stamps were mounted with elmers glue into book ( i know elmers glue received books from someone else ) so it took some soaking time but the one on the right tagging is worn of pretty bad but the actual paper glows The Third picture doesn't really show the big difference and on the second picture you see the blue coming through on the front ?

Whilst not applicable in this case, Plate n.º 8 from the 2¢ Locomotive can be found where the tagging has been omitted. For further reading, have a look here - pnc3.org/ | List of PNC Data Pages | Transportation I | 2¢ Locomotive Have fun and happy collecting!
