US precancelled test coil FDC (??)

Here's a strange one I came across while sorting through a US collection.  A precancelled test coil stamp on a First Day Cover envelope.  And because it's a precancelled stamp, there's no date.  What on earth?  Did somebody get hold of a blank USPS FDC envelope, and make his own fantasy cover?
