I would like to purchase some Ukrainian new issues from Ukrposhta.
However, I would like to know if my credit card (American Express) will be charged exchange fees.

In my experience, the foreign exchange fees are charged by the credit card company and they differ by issuer. The normal range is between 1 and 3%. I recommend that you call the toll-free number on the back of your card and ask them what the foreign exchange fee is for your particular card.

I have ordered from Ukrposhta using my Visa card and was never changed an exchange fee that I know of. Would it be part of the same transaction, or would it be a seperate charge?

Check your credit card statement -- it would appear there.
If Ukrposhta charged you in US$ then the credit card company wouldn't need to assess a foreign transaction fee.

Just checked my bank statement. I was not charged anything other than the price of the stamps. I did the math and the conversion rate was exactly what it should be.
