My neighbour is out of town a lot and asks me to pick up his mail. This is one letter that caught my eye, it seems to be a label/meter. What caught my eye is that it is printed on a adhesive label, but seems to be printed after the label was placed. I scanned it in grey scale and the label shows up much clearer

The Plain Sticker may be covering a previous address, caused by... 1. A re-used cover 2. A change of address of the business, re-using previously addressed (and now incorrect) stationery.
The Postmark (I guess) is a "meter" franking (FRANKIT). Produced in-house by the sender.
If correct, all adds up for me.

March 27, 1928 Meter It looks like it may have been addressed to the First National Bank in the US. I am awaiting more information from the Meter society on identification. When I get more information I will add it.

It's Catalog# A5 produced by the Francotyp company first put into use on April 7, 1925. It was an experimental design and was only used in a limited group of towns.
