Was unable to locate this one in Van Damn. Quebec National excise ? Catalog number and what was it's use ??

That looks way too much like the middle of a tobacco stamp to be a coincidence. S.M. Return probably means semi-monthly return, which was part of the taxation process. I don't have any Quebec tobacco stamps to scan, but perhaps I can find a scan online. Sadly, I don't have the Brandom catalogue, either, but someone here will.

Coolio! The C.D. Ryan Catalogue of the Federal Tobacco Stamps of Canada (First Edition June 2013) lists those as Manufactured Tobacco Strip Stamps, Series of 1880 Consumption & Warehouse. Your bottom stamp is what he refers to as 'Open', for general use at all Inland Revenue Divisions. The other stamp you show is from the, obviously, Quebec Division. Other divisions listed include Montreal, Hamilton, Toronto, Windsor, and Joliette.
Black stamps are for the full rate of excise duty. Green stamps are for low rate of excise duty Red stamps are Warehouse stamps for excise.
The purple stamp that cid shows is for Manufactured Reworked Tobacco, Series of 1881 (the 1880 series of Reworked Tobacco stamps were brown) Divisions listed for these are Quebec, Montreal and Windsor.
Each division sported a different signature: Quebec - G. LaRue (obviously!) Hamilton - C.G. Forier Montreal - J.L. Vincent Toronto - J. Morrow or W.C. Stratton Windsor - James Gow Joliette - R.M. Leprohon
It does not show who these signatories are (that I can find)
