I believe it is UO70 (special order envelope, nondenominated Flag over Prairie stamp (1192).

Thanks Steve, Yes those special order ones are driving me crazy. I keep finding them mixed in my regular ones. Almost as bad as spending the entire day perfing, almost. The special order envelopes are listed separate and comprise another seventy plus to gather at some point. Completeness is a challenge.
