October 6th, 1928
An unusual pre-printed Notification of Receipt card from HARBIN, China to (or is it from?) the “representative / delegation” of the Czechoslovak Republic in Moscow (15/10 machine cds) with an additional office receiver handstamp (in Czech) of 20/10. The 10k franking is circled with violet ink, a large “T” is applied in the same ink, as well as a “Doplatit” (due) oval in violet with no handwritten charge. The large “T” is later crossed-out. The back of the card bears the name of a recipient in Harbin, but no sum to be transferred. It is unclear how a NOR card could be used to and from a foreign location at the correct non-registered domestic rate of the period (10k): presumably this is what caused consternation and the application of the postage-due markings (in Moscow or in Harbin and Moscow).
Opinion. I cannot benefit from reading the card, but going by the markings, I would say the original article was sent AR to Harbin, (16th) the card receipted as arrived and forwarded back to the sender (20th) The card would have been prepaid at the original PO, and the postage due not required or enforceable.

October 6From Albany, Oregon in 1958. This stamped envelope (2c surcharge in red and 2c carmine Washington, die 4; Scott U538c) has the corner card of Van Dahl Publications, Inc., publishers of Western Stamp Collector and Covers Magazine. Van Dahl also published three editions of the American Stampless Cover Catalog (1952, 1965 and 1971). The Democrat Herald Publishing Company purchased Van Dahl in 1976.

Interesting thought, Rod! By its title ("Notification of Receipt"), this card might have been something else than the regular NOR cards frequently seen during the 1920's and used to notify recipients across the USSR about sums of money received from abroad. These more typical cards (I have already shown some) were sent from a bank in Moscow to a location in the USSR and then returned from there to Moscow upon disbursement of the money. Here there is no indication of a money transaction on the back of the card, so it might have accompanied a different type of sending. The card probably originated in Moscow (where the stamp was applied), reached Harbin, was dispatched from there on October 6th and reached Moscow on the 15th (machine cds). What confused me is that the franking (10k) corresponded to the rate used on the typical NOR cards domestically. Maybe this is what instigated the application of the postage-due, which was later not enforced.

Picture postcard (view of Gagry in the Caucasus) presumably posted aboard the Odessa-Batum parokh (=steamer, eastward direction) and addressed to Yugoslavia. A stamp appears to have been affixed at upper right (see traces of a second steamship postmark) and the card went through Tiflis and ?? (an additional circular cds).
Very prominent is an oval postmark in the Georgian language with an un-decipherable handwritten notation in violet. According to an expert's opinion, this oval postmark in Georgian reads: “(on top), damet'ebit paci (surcharge for urgent mail). The bottom line simply reads, 2/Tp'lisi/2. This is an alternate spelling for Tbilisi”=Tiflis. The use of the Odessa-Batum steamship postmarks during the Soviet period is rather scarce (see Michalove’s article in Rossica 131-2 and his Samovar exhibit), especially so in combination with an all-Georgian postage-due mark.
Fascinating Vasia. One query...How can the steamer be going Eastward if destination Yugoslavia, that would have to be westward, if the card originated from Georgia. ?

I think the card was actually posted on-board the steamer going in an easterly direction from Odessa to the port of Batum, then entered the postal stream in Batum, was forwarded by rail to Tiflis for further handling (postage-due) and dispatch northward to Moscow by rail.

Nice Czech Mutilated stationery Steve, I wonder if Professor Benda the Czech designer of the "carrier pigeon" was flattered, when a few years later the Germans borrowed his design.....? Personally, I prefer the Czech Art nouveau item.

Actually, your stamp is really "Blue" not "Dark Blue" Scott does not list the Blue Gibbons offers #197 as "deep Blue" and #197a as "Blue" the lower cv of the two. Curiously Gibbons do not list the "10 Linden leaves" variety (1965 vers) My "Deep Blue" for comparison. Inscribed VHB at bottom for V Brunner, designer.

Large-sized cover from Niznii Novgorod, serial “х” to Berlin (bank receiver of 17/10). Franked correctly at 14k with 8k/7k soldier overprint, the scarcer perf. 12, + 2 х 3k “small head” (probably the wmk version). Correspondence between banks.
Beautiful handwriting, a joy to witness.
