I recently came across the stamp pictured below while sorting through my Montenegro material. The underlying stamp is Scott #J20, a postage due issue from 1907. The 2017 Scott Classic Specialized Catalogue does not mention an overprinted version of this stamp. I did a web search on the overprinted date of 16 June 1909, but I could not find anything relevant. Can anyone help me to identify this stamp? Is it a legitimate issue?

I tried a quick search on "zakon" and it was coming up with stamp duty stuff so I was expecting to find your stamp in the 1915 Forbin revenues catalogue. No such luck, bit a little bit more searching turned up this current eBay listing which says it is in fact a revenue, listed in Barefoot (I only have a Barefoot Commonwealth catalogue so I can't check to see what category of revenue stamp it might be). No such luck, bit a little bit more searching turned up this current eBay listing which says it is in fact a revenue, listed in Barefoot (I only have a Barefoot Commonwealth catalogue so I can't check to see what category of revenue stamp it might be). Thank you very much, Ryan. This is helpful information. As a revenue issue, it would explain why I could not find it in Scott. I have noticed that Scott includes revenue issues for some countries, but not others. Generally, the revenue listings are for the U.S. and British Commonwealth countries only. It is interesting to note that the eBay listing shows the exact same stamp that I have. It makes me wonder if the other three postage due stamps in the original set (Scott #J19 & #J21-22) have also been overprinted for revenue use. Anyway, thanks for your help, Ryan. There is the following footnote on this overprint in the 2012 Michel:
...wurden durch nebenstehenden Aufdruck in Stempelmarken umgewandelt. Die Verwendung solcher Stempelmarken als Freimarken war nicht angeordnet. Sufällig durchgeschlüpfte Stücke sind bekannt. Eine gesonderte Katalogisierung ist aber nicht gerechtfertigt.
My German leaves a lot to be desired, but I believe it says something to the effect that the overprint was not officially authorized for postal use. Some were released, but does not justify a catalog listing.
Maybe intended for revenue use but not postal use?
Better for one of the members fluent in German to have the final say on the footnote...

The Postage due 5, 10 & 25 Pa were overprinted Also the regular postage 1907 1Pa - 5Kr series of 12 stamps (below) They may have had a judiciary (law) intended use
