the SNCF might denote Societe Nationale Chemin de Fer but I'm just guessing....
Belgium railway parcel stamps are very plentiful and not too expensive, and they look cool in a collection.

On a related note, I started getting some the first year of stamp-collecting for me in 1970. My best friend Christopher Abott-Moran was Belgian (his mother was as well, and taught French at my school in Germany about that time). They both, along with my grandfather, got me started in this fascinating hobby known as philately.
My grandfather passed away in 1986 but Chris and his mother are likely in their 50's and 70's, respectively today. We lost touch ten years or so after I moved back to the USA. Wouldn't it be cool if they read this thread and got back in touch with a dear old friend!?!?!
Chris taught me some choice naughty curse words and phrases (in French) which got me some very nasty looks when I tried them out on francophonic friends :-)
How a stamp can conjure up old memories!

René As people have already said, "encombrant" translates as "cumbersome" or "bulky". SNCF = Société Nationale des Chemins de Fer Français. The stamp shown is Michel #PP169 or YT #CP207. The "V" refers to the (5th) package category. These are: I = Livraison à domicile (Home delivery) II = Valeur déclarée (Declared [i.e. insured] value) III = Remboursement (Back-payment) IV = Intérêt à la livraison (Cash-on-Delivery) V = Colis postal encombrant This stamp was issued in 1942, so victory was still far in the future.

Yes, definitely a French stamp. The SNCF logo is the sure marker for this. Belgian stamps have a B inside an oval instead. Here is an example of the first series, issued in 1941, with omitted values, showing the stamp designs for package categories I to V:

In December of 1942, the package stamp series was sold with a 3Fr surcharge to the profit of the rail workers ("cheminots" in French). C.N.S. = Comité National de Solidarité

In 1944, a new set of designs was issued, to commemorate the electrification of the French rail network. There is also a 5 Fr value which I am unfortunately missing.

Several of these issues also appeared as imperforates. On the top right, we see an example of the earlier "coarse printing" variety. Recognizable by the higher location of the "Majoration" legend, and the larger shamrock under the N of "Majoration" while the "fine printing" features a small shamrock under the O instead:

As the rates changed, the stamps received various price overprints, as per the examples here. Note the extra "3" overprint on the top left corner of the stamp at the right end of the middle row (the orange 1Fr50, category II). Such markings were made to help the staff selling the stamp to know which weight category that stamp applied to.

Before there were the "F" and "G" rates shown a few posts above, there were the "A", "B", "C" and "D" rates (no "E" rate). Here are all 7 stamps for the "A" rate, and a few of the "C" and "D" that I've been able to gather. The "B" rate stamps were never circulated and are therefore quite rare.
