What I collect: US to 2000 with a focus on 720 & 721, WW 1840 - 1930, DDR 5 year workers, Machins, Canada Centennials, Brazil Allegories, Mexico Archiecture & Archaeology 1950 -75, used stamps preffered when possible.

The double horizontal smudges indicate something that rolled, starting at the top stamp and running low on ink at the bottom. Tennis ball soaked in ink?

 Here is a roller from Wernersville PA that dates from June 1962 This is in the public domain and listed in my Postmark Database (from where the picture was taken) The post mark on the stamps shown was IMHO applied with a roller similar to this that was badly damaged and / or clogged up with muck, as often happened Hope this helps a little ....
