Actually, since "Affaires étrangères" stands for "Foreign Affairs", these revenues are very likely duties for passport or visas. I have a few from my own old passports. France has been phasing out these duty stamps, and now you have to pay the duty online and only bring an electronic receipt when applying for a new passport.

I will have to look, I think most all of mine are in the same style as the 1000 and 500... maybe one or two with decimal point values
I've been searching for reference book on France Fiscals/Revenue with not much luck. If anyone knows of one worth tracking down let me know.

spain1850 I have found this (so far ) to be the most informative reference for France Fiscals/Revenue stamps. A used copy wasn't expensive (nor hard to find--think I got mine on Delcampe). Color photos with text in French.

I've restarted working on these ... I have a shoebox filled with them. Here are a few pages to get going. Used Yvert & Tellier's 2000 catalog as a reference. And a lot of google translate Quittances Recus de Decharges -- "receipts received from discharges" (started here because this page was on top of the stack) the most common stamp from this set is the 10c ... comes in grey (QT11), brown-grey (QT11a), and dark grey (QT11b), of which I have nice copies of each

and as always, we have varieties to sort out and identify ... working on the general Tax Stamps (which are quite common) TF15 - 50c has 4 possible varieties 15 -- dark brown background 15a -- light brown background 15b -- orange background, grey medallion 15c -- big numbers here are a few examples to sort out

Effets de Commerce -- "Trading Effects"; stamps for tariffs on trade were some of the first revenue stamps published by France going back to 1862 this 1921 set was a latecomer and pretty simple in design and implementation

Eugene Oudine designed revenue stamps from ~1870 - 1890 Pauline Tasset was Oudine's student and took over designing somewhere in the late 1880's and was the first to incorporate the 'Marianne Medallion' into the revenue stamps. Georges Daussy worked with Tasset up until ~1920 and then took over the design duties ... but was pretty similar to Tasset's Marianne design all of these artists signed their stamps and careful inspection can usually reveal their name (although some designs are easier than others to make out) on the Commerce stamps above Tasset's name can be made out in the upper right corner

The word "rose" in French, when referring to a colour, not the flower, translates as "pink" in English. I'm not sure what the fine difference between "rose" and "pink" in English would be, and would love some enlightenment from our Native English speakers on the Forum on that question. In French, a paler shade of pink would be referred to as "rose pâle", while a darker shade would be "rose carminé". But the stamp you showed I would describe as "violet-rose".

I am not aware of the Y&T Tax Stamp catalog being published in English ... would that it were!! The translating is a continual pain although I must confess to slowly learning some French as I go. Here is the catalog entry for these stamps ... I suspect that, perhaps because of cheaper printing along with age (as always), the colors probably vary quite a bit between the darker 'rose' and the lighter pink that I've observed.

as always in dealing with 100+ year old stamps there are color varieties my catalog claims the 1910 10&2/10 to be 'rose' ... which of these three do you all think is closest to that color? also the 1891 20&2/10 is 'carmine' ... I have a color wheel somewhere

here's what I have (so far) of the Affiches Revenues -- used to pay the fee for posters and advertisements plastered all over the city buildings etc. Often damaged and heavily canceled as you might expect ... Oudine's series (his 'Figures' and his 'Syracusan Medusa')
