Apparently a tax stamp of some sort- One reference indicates the stamp design dates to 1899. Several threads on forums looking for Scott #, but none seemed to know of one no watermartk And this concludes my stamping for the day!

Looks like a variety of a Dutch documentary.
They appeared in the Netherlands Antilles also

I am posting this here only because I think it falls under the category of Plakzegals This was in a small Belgium collection (on pages) I recently received and while sorting (after soaking all to remove hinges and/or paper) I came across this. The only information I've found was here which looks like a good resource 1917-1920 Dutch railway Letter 12 x 11-1/2 perf 35 cents unsure of cancellation, whether the "9" is part of year (1919?)

More info from the Benelux Revenues book:
Your 10 cent is listed as a revenue stamp from 1900, "10c rose & black", perf 11.5, 11.5 x 11 or 12.5 x 12 - valued at 10 pence. the black print of "den ___ 19__" means "on the ___ of 19__". As far as I can read, it's been filled in as "on the 2 January, 1924". It appears to be one of a series of about 60 values.
The railway stamp is listed as you described - 1917/20 "35c purple", perf 11 - 12 - valued at £1.50. It's one of 16 values in the purple colour. There are different prints of this series in yellow, red, green and purple from different years.
