I can only find one issue with this design )sorta...) Scott only lists buff as a color, and this clearly isn't- it also varies from the the overall A7 image to the left and right of the BELGIQUE "box" at the bottom , and overall border( I have #28 and 29) Lower detail (#28)
Here's from the stampforgeries.ca site- so I'm thinking this is a genuine forgery!

This is the 1884 green as opposed to the 1870 ochre

so # 51?, but is it a forgery? I see (now) that Scott notes frame and inscription differ slighly, but.... then again, perhaps I am misinterpretting the image on PSNCo ( is that genuine or a forgery?)
