This one is a bit interesting. It is sent from Djakarta 13 december 1966. It is sent to Mrs. Rachel Ervik Nielsen, but then the problem starts! The street address is: Frisersalongen, Nygårdsgaten 2. Frisersalongen = Hair salon! So here we have a letter sent to a woman in a hair salon in Bergen. But the postman maybe did not find the hair salon (not likely if it existed) or he/she did not find Mrs. Rachel Ervik Nielsen? Or she did not want to receive the letter? So the letter was returned.
Then it was returned to A (or G) Vogter c/o Brun Royal Norwegian Consulate in Djakarta.
The rubber stamp KGL. NORSK GENERALKONSULAT was put on after returned to Djakarta, as you can see on image below. The consulate rubber stamp is on top of the AIR MAIL rubber stamp
I wonder if this letter was really meant for Mrs. Rachel Ervik Nielsen or was it a philatelistic stunt to create an interesting envelope just to have me, 53 years later have something to try to figure out?

Tobben, I have to disagree with your conclusions as I do not think this was undelivered and returned to Jakarta.
There is no postal evidence of this. If it was undelivered it would say so and have the address scored out .
It looks like it has been opened at the bottom edge.
I think it was delivered to Mrs Nielsen. I suspect that the AIRMAIL handstamp and the Consulate mark will both have been added in Djakarta when it was posted.
Update to the above Tuesday 7/5/2019
Just for fun I went to Google maps, Bergen and behold there is a Hair studio called "Dada" at Nygårdsgaten 2. It does exist!
Still it is a nice unusual cover.

vikingeckIf you investigate a litle bit, you will see that google was there in aug. 2017 and there is no sign of a hairsaloon. So Dada must have been started after that, and definitivly not been there from 1966. The consulate rubber stamp is on top of the AIR MAIL rubber stamp, I have the envalope in front of me. I'm puzzled by your conclusions!

This is what I love about covers like this -- trying to determine not only the route traveled from sender to recipient but also who those individuals were.
When I first viewed the images, my assumption was that the Consular stamps had been applied prior to the mailing in what appears to have been 1961 and that the sender was someone who either worked at the Consulate or was related to a Norwegian consular official.
I'd like to be able to find the consular list from 1961 but that seems a bridge too far.
The absence of any postal marking noting a return to sender or a Jakarta receiving stamp led me to conclude that the cover was delivered as intended.

I think this is the conclusion I suggested a year ago .
A. Vogter was writing to Mrs Nielsen , Hair Salon , Bergen . Not sure of her address he writes “?” After the. 2. And puts a return address on the back “ care of Brun “ his friend at the Norwegian consulate.
Brun has an office handstamp for the consulate , and also uses the [AIR MAIL] handstamp in his office.
So the letter with stamps , hand stamps and a return address goes in the mail in Djakarta , and is then eventually correctly delivered and opened by Mrs Nielsen.
The return address was just a precaution , not an instruction .
