going through more "stuff" I came across these. I found the 7500 surcharge shown in Scott. but nothing about the 100,000 Makes me wonder if this is a forgery (or maybe both) They are both the same dimension, although the scan shows them different_

This is the 1 and 2 auxiliary release of 1922.Here are pages from the directory Solovyov 2005/2006. But there were also issues of Smolensk, Nizhny Novgorod, Seraphim-Diveevsk.

So there is no misunderstanding -- "Specimen" is a specific philatelic term for stamps that are demonetized (typically by an overprint that says "SPECIMEN" or some other word/way). These were given out as examples or for inspection. A common example is for submissions to UPU. But given the large number of some specimens, it's pretty obviously that they were produced in much larger quantities than really needed. I wonder why... The 2 stamps you posted are normal postage stamps. They were produced in large quantities, so margin stamps are not uncommon.

sorry for the confusion... I meant these particular "specimens"... I forget about SPECIMEN stamps (I do not collect them or PROOFS)
