Hi sherro, Hebrew is beyond me due to the different alphabet script, but Google is your friend with CZECH. . Karlovy Vary or +Carlsbad is a spa town in Czechoslovakia and in 1921 this postmark commemorates the XII KONGRESS SIONISTICKY Ie hosting the 12th world Zionist Congress since 1897 which had the aim of establishing a Jewish homeland around Jerusalem. Prior to WW2 it had a substantial Jewish population before the Nazi clearance pogrom.

The Hebrew reads exactly as the Czech. 'Zionist Congress' inside and 'The twelth' in the rings.
