I beginning to do a bit better organization of early German stamps- (meaning I'm procrastinating making pages for France and Belgium....etc....) I believe this is Sc #45/SG# 45, 1900 2 pf, postmarked 2-8-00 Dresden, but does anyone know what ALTST(?) at bottom means? Also, is that just bars in the semi-circle under the date, or does is it an obliterated word (almost likes it it may be Reischs)?? (if anyone has a similar but clearer postmark please share!

"Altst." is an abbreviation for Altstadt, or Old Town. This is the central region of Dresden (more or less what we would call downtown), badly bombed during WWII. Ryan

Just vertical bars. Here's a clear postmark of the same style from Kassel (showing old spelling which according to Wikipedia was in use until 1928). Image nabbed from an eBay listing. Ryan
