This appears to be a surcharge of the same value (?) The inscription on the sides ... Google sends me to Finland, but from there I'm not having much luck.... "Mark" would seem to indicate Germany- maybe an occupation stamp?

Similar stamps are available on eBay as a group of Finland revenue/fiscal stamps. It looks like there are a couple from the same revenue issue for sale here.

Just for the record Stan Finland’s own currency was100 penni to the Mark.
The FinnishMark has nothing to do with the German Mark, and the fiercely independent Finns were never occupied.
