Steve Google it....you will hit this German stamp "Stephan" on the nose - have not done research in catalogs - It is a Holiday here today René

Hi the Stahldruck means steel engraving and this is a printers sample from the State printing works the Reichsdrukeri.
The portrait is Heinrich Von Stephan who was instrumental in the formation of the Universal Postal Union. UPU which guarantees reciprocal mail deliveries for all its members with no extra fees to the receiver.
so not a stamp , a Cinderella printer’s advertising sample.I believe it is 1930-1940 period

I think I already knew the answers from many many years collecting experience . I recognise the gentleman from an issue put out by Germany for an anniversary of the UPU Possibly the 50th which suggests 1924 .. but I did a check with Google. “ stahldruck reichsdrukerei
Stephan”; the answers lie in the responses to that .

Glenn Morgan's stampprinters.info site has tons of examples of test stamps / dummy stamps / whatever. Go here to see some test stamps from the Reichsdruckerei, including a perforated version of your stamp. Unfortunately, at some point a bunch of the interior links got messed up with URL capitalization problems - the info is still there (I think) but sometimes you have to mess around with the URL to get to the right place. For example, clicking on "Germany" at the top of that page doesn't take you anywhere! So, just scroll down the page a bit rather than trying to use that link. Ryan
