the signature of the overprint appears to be Franklin Roosevelt.I cannot find anything in Scott with "Honor the 4 Freedoms" Appears to be 2 in Franch (  ) , one English, and the 2 on the left?

Yes, it is Roosevelt's signature in the overprint.

so these are actually Polish "occupation" of Italy stamps??
FWIW, They were in amongst a large group of France 1930'2 to late 50's stamps that took me much of the past 3 days to sort out and place by year into Varios

Elsewhere, I have seen these overprints (issued in Polish, French and English) described as being privately overprinted, although covers also exist, hence no catalogue listing. However, even the original Polish Corps in Italy stamps were not authorised by the Italian Post Office although they do achieve catalogue status in Sassone.

The Sassone don't catalog the series with the overprint, .. very likely privately overprinted as daniel said. The series without overprint was issued in 1946 called War Rescue, in sheets of 50 perforated stamps, sold only at the polish post office (army post office) at that time in Italy, only in the city of Trani and Barletta, for the benefit of the War Rescue fund in italian currency.

After May 1945, the polish civilians freed from the varius concentrations camps were sent to the area of Trani and Barletta in the region of Puglia south-east of Italy, on the initiative of the WRS-NCWC (War Relief Service - National Catholic Welfare Conference) created by Mons. Giuseppe Gawlina Bishop of the Polish Army. Initially these stamps were born as cartoons for fundraising, later they also had a more or less officially recognized postal values. They were used for postal service between the fields of Barletta an Trani and Rome for packages sent between the units of the 2nd Polish Corps. The five stamps issued on 10 of April 1946 were the subject of several overprints of private origines, which have no philatelic interest and value, this is why they not listed in catalogs. Private overprint:: "Onorate The 4 Freedoms and the signature of FD Roosvelt.

Some time ago i posted some images, taken both from the Internet and from my collection... thestampforum.boards.net/thread/6986/polish-resettlement-corpsI've partly reviewed my posts mostly to add the images which had gone lost... The Polish Corps chapter is much bigger than this. The Polish settlements issues can be considered as the second/third chapter of the story... BTW! Occupation overprints??? In all the time I have collected these stamps I've heard a lot of weird definitions... - Polish Body (the word "Corpo" from Corpo Polacco in italian can be either a military corps or the human body...) - Polish occupation of Italy (never heard that Italy has been occupied by Polish... Did i miss something?) It's true that many Polish people died in Italy fighting for our freedom... I think these issues should be considered at least for a debt of gratitude to them
BTW 2! Always look at the color of the 50L overprint... The red is the most common The black much less... keep it aside...
