I'm making pages now for US 2003, and it seems to be a very odd year. Tell me if I am getting this right.
1. There were no love stamps issued. (why?) 2. No Kwanzaa stamp. 3. No Eid stamp 4. No Hanukah stamp
An insane amount of definitives, including a ton of reprints with 2003 microprint added.
I know there was a time when the USPS cancelled the Eid, Hanukah and Kwanzaa stamps, because they said those holidays just don't generate a lot of mail, the way Christmas does. It caused a public backlash and I remember they brought them back. I wonder if 2003 was that year.
But how can there be no Love stamps. That seems very odd. Was there an overabundant supply of Love stamps from 2002 and they just continued to use those?

I would just assume they had plenty from last year. There was no rate change. I actually think they should reduce Love stamps and other annual issues.

They can probably do away with all the stamps with the exception of the Love stamps because...

Only a philatelist would recognize this is a song about putting stamps into mounts in your album... I wasn't aware of the controversy Andy mentioned. Like Al, I had assumed the it was due in part to no rate change that year and an oversupply. I know at our local post offices, getting any other commemoratives back then was often a failed effort. Most commemorative were delivered in very small quantities and sold out quickly. Few people bought the EID/Hannukah/Kwanzaa stamps (even though I live in a part of town with much higher than average Muslim/Jewish/black population), opting for those Statue of Liberty & flag stamps for convenience. Those Purple Heart stamps were really popular. The love stamps were always plentiful, but didn't get bought a lot either. I'm guessing a lot of people felt the Love stamps were to be used for special occasions/people rather than general mail? They did issue love postal stationery that year.
