Not seen these before but as there is a tiny logo round the blue Earth image , it suggests fund raising for The International Federation of Red Cross/Red Crescent societies.

These stamps bear an uncanny resemblance to the sets of Red Cross postal tax stamps issued by Yugoslavia in 1990 (AFA# 2557-62, Sc# RA91-93) and 1991 (AFA#2619-22, but could not find them in Scott). I would speculate these were meant to be issued in 1993 but Yugoslavia dissolved before they could come out. Scott does mention that regional postal tax stamps for specific provinces also existed but they do not list them.

luciano they are listed under postage stamps from Yugoslavia in Stanley Gibbons, issued in 1988, Stanley Gibbons numbers 2442-2444, Obligatory Tax, Anti-cancer Campaign. The artist is renowned flower artist and humanitarian Zivko Popovski from Macedonia. He was nominated for the Nobel Peace Prize in 2009 for his Flowers of Peace project.

Hi luciano, if you do an ebay search for 'Yugoslavia red cross flowers', you'll find a seller with 2 lots of these, pairs and blocks of 4. Your 4 and 12 dinars stamps seem normal. Your 8 dinars stamp seems to have rough perforations but this is consistent with the ones shown on ebay. I wonder if the paper is thicker for the 8 dinars than the other two? Also, the border on the your 8 dinars seems to be overinked in black.

Hi Daniel, and thanks for your considerations. The 4 and 12 card seems to me slightly ... lighter. But slightly: 4 and 12 could be 100 grams square meter, and 8 only 105/110 grams square meter?
Look, I'm a typographer ahahahahahahahahahah (really) and the frame of the 8 seems "re-stamped" (thicker)
