These are a couple of Christmas greeting cards with stamps. They would appear to be from government officials.
The Japanese one has stamps from several years and sadly they are glued in place. As mint unhinged there is value but now just a conversation piece. They are issues for either stamp week or international letter writing week.
This Luxembourg one has the 1988 Christmas semi-postal set.
