You post here under Australia predecimal…. Ok I see your pictures now …
George V kings head, 2d. The lines on the front are just part of a regular roller postmark . The date part must have been on the envelope and the bars just obliterate the stamp for use. I guess the stamp may have been on a parcel or stuck on sideways to catch the bars this way.
I don’t understand the printing on the back however.

This looks to me like an expertizing signature, an authentication. A signature isn't as good as a certficiate, but typically cheaper. There is explanatory commentary and a list at www.filatelia.fi/experts/index.html Is the stamp expensive enough to justify it?

Appears to me to be Scott #27 or 27a (depending upon the actual color). My 2020 Scott catalog values it at $2.75, but in its present condition it really doesn't have any value.
If it is an expertizing mark, it may have been considered more valuable at the time.
It might be an owner's mark.
