Thanks for your post, Terri ( philatelia). I have no special expertise in this area, but this looks to me like a postal stationery cut-out from Russia during the Czarist period, when they used the two-headed eagle. By the way, the rough translation of the Cyrillic is “three kopecks for a letter”. Perhaps kosmo or others may be able to tell us more?

Thank you Beryllium Guy. That’s a distinct possibility. I have no knowledge or reference material for Russian stationery so I wouldn’t have a clue. It looks like it was cut out and glued onto a second piece of paper. Isn’t it fun to play detective with these oddities?

What I collect: I collect world wide up to 1965 with several specialty albums added due to volume of material I have acquired. At this point I am focused on Canada and British America. I am always on the lookout for stamps and covers with postmarks from communities in Queens County, Nova Scotia. I do list various goods including stamps occasionally on eBay as hdm50

I found this postcard on eBay with an 1875 cancel. It is a different value but Russian for sure.
