Hi Jens MadsenThere are some words on the scraps of paper (mayor, prefect, police, foreigners to register...) that lead me to the conclusion that the fiscal stamps were used to pay the taxes for the issuance of residence permits (Titre de sejour) in France for foreign citizens. George

according to Yvvert & Tellier 2000 edition on FISCAUX (Fiscals) Timbre Fiscal ()
Series created by decree of July 9, 1925, in order to replace all the sectorial stamps then existing except the stamps of dimensions, bills of lading, income tax, passports, crew roles and pharmaceutical specialtiesThe blue medallion with carmine values in 1925, then again in 1935, and then again 1936 -1942. With the date of 1949 on what's left of your document I'd think this the latter issue which would be Y & T # TP223 (50 Francs) and TP225 (100 Francs0. In 1938 -1945 the was a new issue with more values , different colors, and additional overprints. I see no later issuance of the blue with carmine values in these denomionations. This coul what's left of a passport- L'etranger means abroad
