I Just Can not find this answer anywhere for some reason Professional Baseball stamp 1381 Is It Tagged , it shows 1381a is tagged with black omitted , But my info doesnt state for 1381

Scott US #1381(24Sep1969) is normally tagged. Weak tagging on that issue is not unusual, and the solid yellow+green do a pretty good job of causing the eye to miss out on the tagging.
It's one of those stamps where the tagging is more easily noticed with lights out.
Scott #1381b is the tagging omitted variety. Scott doesn't specifically state for #1381a, but I have always assumed that it is tagged.

Yes, you are correct. In the US, you have to use relatively short-wavelength UV light source.
