I know nothing about Belgian issues - are these philatelic items sold only to collectors? In Michel there is a mention of an imperf for 2018 Block 235, but states that is not valid for postage. And I see 2004 #3282 is the same design but in color - this black only looks like some type of proof perhaps? If anyone collects these, I’d be willing to trade or sell. Message me if interested.

I can not find the first stamp in COB, so I suspect it is a cinerella. The second is Les feuillets en noir et blanc(black and white sheets), from 2004, William Vance COB # GCA9, 2019 CV €3.00

not as far as I can tell. I don't collect beyond a950's so my knowledge beyond is limited to what I can see in the catalogue... but from what I can tewll (asside from proofs and essays, later regular issues were all perforated except for the special printings

Since the 1930s nearly all Belgian stamps have also been issued as "ministerial proofs", which are imperforate and fairly rare (and in some cases black-and-white) - in most cases only a few hundred issued and only given to high-ranking government officials. cjoprey Thank you! The black one is a proof after all, $150 on the price list. Cool! It has a tiny tear on one side, but it would still make a nice giveaway. I’ll post this as a giveaway and since you were able to identify it, if you decide to enter the giveaway, I’ll put your name in twice.
