Well unless I "can't see the forest through the trees" came across a Scott unlisted postage stamp. The stamp is definitely #404 (2 cent denomination) unused w/o gum being wmk 261, comp perf 12 1/2-13 & w/ secret mark. The regional ovpt is Honan Type II. The Scott cat list the ovpt on the 1c (#403) as #3N35 & on the 3c (#405) as #3N36. There is no 2c denomination listed to this series. However, I believe the Ma's cat, 1998 edition list it as #NC372* unused but no price (unknown) used. Any idea why the Scott cat doesn't recognize this stamp? The 10c denomination is listed in both cat's w/ Ma having the asterisk after the cat no. but not priced used as it does for the 2c stamp.

Scott's editorial policy is that stamps that were never officially issued or not available to the general public are not given catalog numbers. I believe this falls into that category. Scott only lists the unwatermarked version. You will notice a lot of the Honan (Henan) overprinted watermarked stamps are absent in Scott. Not all denominations were overprinted, and not all overprinted stamps were officially released.
That being said, there are plenty of examples where Scott does not follow their editorial policy.

Both watermarked and unwatermarked overprints are listed in Michel. The watermarked overprint is listed in Michel as Japanese Occupation of North China #43 II, and like Ma, is only priced unused.

Duly noted. Perhaps this not always applied Scott "policy" is demonstrated w/the Ma cat having the asterisk next to the 2c & 10c issues denoting unofficially release but the Scott cat only list the 2c issue. Couldn't find any explanation in Ma cat as to the use of the asterisk designation.

Scott will typically list a stamp if it gets sold through the post office, regardless of whether it was officially or unofficially released, especially in times when there's not postal bulletins to report "official" releases. The existence of postally used stamps will usually trigger Scott to list the stamp, as it is assumed the stamp was bought at the post office and used by the general public.
Michel will list on a case-by-case basis stamps that were prepared for distribution, but not necessarily sold at the post offices. Also on a case-by-case basis, Michel will list postage stamps that are known to exist in collector hands, even if never officially sold at post offices. Scott will also do this (editorial discretion), but nowhere close the amount of stamps that Michel will include.
