This appears to be a #671 (Nebraska overprint), which I found on one of my flea market post cards (I'll make that post later). I haven't looked at it closely yet, but what's the deal with the weird perfs??

I see a few blind perfs but what is your major concern? The top or bottom? By the way, for me anyway it's quite a trat seeing these Kans. Nebr. overprints on cover. Most are all locked up in private collections. While not super rare I would say that these are scarse to just find. I don't have any. Nice score though! Most post offices didn't really know what to make of these stamps so they either outrightly denied/refused them or canceled them again just to be thorough! lol

No major concern, really. This is just the first time I've come across a Nebr. overprint and the first time I've encountered blind perfs. (I didn't even know the term yet, so thanks for teaching me something new. ) I'll post the full card in the Nebraska post cards thread.

A blind perforation is just when a perforation needle/prong is broken or doesn't make a complete perforation of the paper.

Also notice that the missing / blind perfs line up top to bottom on the stamp. These made the stamp hard to separate from the sheet; hence the tear at the bottom from of the stamp below it.
