Cover sending stamps for collection purposes

Apparently the handwritten endorsement "Containing collectible postage stamps for collection purposes" caused this 1940 cover to be sent to the CUSTOM HOUSE PITTSBURGH PA, and PASSED FREE OF DUTY there.
I can make out BRISBANE at the top of the dater, as well as POSTED COUNTRY BOX at the bottom.
But what is the word beneath BRISBANE which in its blurred state looks like OILAND.
I am not very familiar with Australian postmarks.
