It would be nice seeing a copy of the entire stamp, rather than just the area of interest. French in his book, "Encyclopedia of Plate Varieties on US Bureau-Printed Postage Stamps", lists something similar. He codes this as 14129, UL 28, and you can see screenshots below. Not quite the same, but a full stamp scan would help.

What I collect: I collect world wide up to 1965 with several specialty albums added due to volume of material I have acquired. At this point I am focused on Canada and British America. I am always on the lookout for stamps and covers with postmarks from communities in Queens County, Nova Scotia. I do list various goods including stamps occasionally on eBay as hdm50

I wrongly assumed that "French" Loran "Cloudy" French was common knowledge since one response above "Partime" actually
clipped a pic and reference from French's book. It is one of my favorite references...
My copy is well loved, drab green, well-worn embossing, w/o any hint of a dust jacket. French’s book identifies the “True” PLATE VARIETIES which change the appearance of the postage stamp. One of the best features of the book is that French seeks to identify the original source of the variation (i.e., who first identified it) as well as the plate(s) it is found on and if available he will even identify the stamp varieties position on the plate(s). French identifies the list of types of plate varieties: Die Flaws, Engravers Errors, Relief Breaks, Extraneous Transfers, Layout Dots/Lines/Arcs, Foreign Transfers, Dropped Transfers, Double Transfers, Triple Transfers, Short Transfers, Twisted Double Transfers, False Start Double Transfers, Shifted Transfers, Inverted Plate Numbers, Double Punch Marks, Cracks, Gripper Cracks, Tension Cracks, Scratches/Gouges/Plate Damage, Chrome Stains, Recutting, Stoned/Burnished, Worn Plates, Re-Entries.

I've only seen 3 of these.... Nice empty $5's Stars etc. Not Listed There was an auction listing once along time ago. (sorry my Oldsimers) will not allow me to remember where it was....

This is an Oddity today.... 1893 50c Columbian Stamp with punch holes Newspaper Bundle Cancel - A newspaper stamp is a special type of postage stamp that was used to pay the cost of mailing newspapers and other periodicals. Although many types were issued in the 19th century, typically representing rates reduced from regular mail, they generally fell out of use in the mid-20th century, as mail services began to arrange bulk handling directly with publishers. If/when publishers ran out they were known to use large-value regular stamps to pay the revenues.

Used on Newspaper bundles, I have seen Blocks of the 50c and singles of $1 up for Auction over the years. In Rick Millers article, "Extra! Extra! Read all about U.S. newspaper stamps", Rick states that "A receipt was issued to the publisher, and the stamps were affixed to the receipt stub maintained by the post office and were canceled, initially by punching and later by pen cancellation."
The 1893 issues were perfect timing being the year before the new "Newspaper Stamps" issues were sent out for bid and produced again (i.e. there was a shortage of Revenue Stamps)
