For a while, between the late 1970's and the early 1990's, there was in Andorra a third issuing body, the so-called "Servei d'Emissions de la Vegueria Episcopal" (Bishop's Vegueria Issuing Service). In Catalan, a "Vegueria" is the office of a "Veguer". A "veguer" is the representant of an authority (king, bishop...) on a territory. As Andorra is a dual principality, between 1346 and 1993, there were two veguers: the bishop's (Veguer Episcopal o "de la Mitra") and the French president's (Veguer francès).
Seeing the possibility of earning money (on that Andorrans, being of Catalan stock, are very good!), the Vegueria Episcopal started to issue cards and "stamps" in theory to pay for the domestic mail. But, domestic mail in Andorra up to the late 1990s was free. So, the items, were aimed to the philatelic market.
Being well done, with Catalan text and subjects, these items (postcards and minisheets) and not too expenssive, found a market among Catalan collectors. They were not hard to find on Barcelona's Plaça Reial Stamp market. To me, they're just some more Catalan cinderellas. So, I pick them whenever I can.
I'll start, by showing a set of postcards showing Andorra Romanic (XI to XIII centuries) churches

Don't worry Chris. The subject, is not that important.
This sheet, was not meant to be postmarked. But, who could refuse a request from the bishop`s office? Or, very likely, the staff at Spanish PO wasn't aware of what this was...

What I collect: Cinderellas and some Ephemera from Great Britain, France and Israel plus a few beautiful bits from elsewhere !! Topical interests include Flags & Judaica, the latter with an emphasis on the Jewish National Fund.

Surely these would fit more nicely into the Cinderella board ? I understand that most stamps produced today are for collectors but as I see it, these were ONLY made for collectors ? Is this the case ?

In fact, they're on a somewhat "grey area". They were isuued by a governement body. But you didn't need to use them to send a letter or a postcard... Here, we haven't thought that much...Most people didn't collect them, while others did. To me, they're just "like cinderellas"... I'm not sure wether they actually are... Some of them are nice and I keep on my albums.

I'm inclined to agree that these are more appropriately placed in the Cinderella category, rather than in a sub-board under Europe.

Europa 1982, Pope's ratification of the Pareatges: agreement between the Bishop of la Seu d'Urgell (Catalonia) and the feudal baron, to share Andorra's dominion.
