I recently sold this on eBay, a most unusual item with a shoe ration stamp stapled to a 'penalty imprint" card for an individual ordering a pair of shoes.

In early 1943, the U.S. Office of Price Administration (OPA) added shoes to the list of items being rationed to support the war effort. A special coupon was needed to purchase a pair of leather shoes and each individual was allowed to purchase a pair of shoes with each valid shoe stamp contained in his or her Ration Book #3. In cases of special need which could lead to hardship, local rationing boards were authorized to grant extra rations to consumers by giving them special shoe stamps as shown in the original post. To get one of these special stamps, an individual had to submit an application for supplemental shoe rations (Form R-1703). Apparently, Mr. Abernathy had submitted an application to his local board and it was subsequently approved. The card, sent by the Ada County Rationing Board, conveyed the special shoe stamp to Mr. Abernathy.
