I'm not sure whether this is the correct name for stamps that aren't found in a particular catalogue or perhaps, in any catalogue. David A. Wyatt created a list of stamp issuing entities and noted which ones were not listed in Scott's catalogue. Does every catalogue have rules about what they will include and what not to include? Does anyone collect such stamps?

Yes, all catalog editors will have general rules regarding the scope of the catalog and what stamps or cinderellas might be included.
The general term often used for stamps that aren't used specifically for postage, is a cinderella -- something that looks like a postage stamp but isn't valid for postage. But even cinderella collectors don't always agree regarding what can be classified as a cinderella. So, typically what aren't listed in most standard catalogs (not including specialized catalogs):
revenues, proofs, souvenir stamps, poster stamps/labels, fantasies, bogus (illegal/counterfeit), charity, trading stamps...
Scott tends to be more restrictive in what they include as postage stamps, compared to Stanley Gibbons and Michel. Scott doesn't like to cover stamps that were valid for postage, but not available readily to the general public (i.e., only through dealer/distributors or special order). For those stamps or stamp issuing countries/entities, you almost have to go to SG or Michel or a specialty catalog. The most obvious example would be the Trucial States or "dunes", or as some people call them affectionately/derogatorily "wallpaper".
But even SG and Michel, in general, do not list bogus/illegal stamps. Those, you almost have to go to specialized sites or dealers in bogus stamps to get any info.

There are also local stamps, valid only for a local journey. The line between them and cinderellas is blurry. Some stickers were issued for small islands allegedly for passage to the shore, but many of those islands are only inhabited by seabirds.
Scott lists a few local stamps, especially those from entities that later became internationally-recognized countries. But there are numerous towns around the world that issued stamps for cross-town mail.

Companies have stated editorial policies. Those are sometimes in flux. Scott Classic Specialized has added many things over the years that Scott had said they would not list per prior policy. Which is great. Many of those don't make it into the main multi-volume Scott catalogue. (I haven't purchased a full set of the basic Scott catalogues in years, so I'm out of date on exactly which things from Classic haven't been added to the main catalogue by now.)
The Byrum catalogue, which dates from the '70s, tried to catalogue things that the majors didn't list. Some of those things are now in Classic; many are not. Many other catalogues have popped up in the intervening fifty years.
There are a couple options for catalogues for France, and they have different editorial policies, so you might want two.
In some cases, catalogues used to list information that they no longer list. If you collect Germany, you'd want a Michel Specialized. If you really like Germany, you might also want to hunt up a Michel Specialized from the '90s, back when they were one volume, because they had lots of information that was dumped from newer volumes.
Do not trap yourself into telling your significant other that "this shelf" or "this bookcase" will be dedicated to your stamp literature. If you catch the bug, you'll quickly surpass any given space that you've dedicated to it.

It would be even better if it listed what catalog/reference actually mentioned these not listed in Scott. Michel has been more inclusive but do not have a list of countries they list.
