According to Royal Mail "Business Reply and Freepost Plus are end-to-end services which provide an easy way for businesses, customers and new prospects to respond to you quickly and easily. We provide a barcode and licence number that you print on your mail with a return address. You pay a small fee for the product and then we just charge you the postage cost of responses. Replies can be received using 1st or 2nd Class mail". This is the current information. You need to apply for a licence which lasts for 12 months. Back in 1997, you had to pay for this Business Reply service with stamps. These two examples are from Broadcasting Support Services (BSS) which was a Manchester based information charity which closed in 2015. These BSS sheets represent payments made for 40 reply paid cards/envelopes in June and 30 in December 1997. BSS have purchased the stamps placed them on headed paper and they have been cancelled by Manchester Revenue Protection and retained by BSS as proof of payment for their records.
