Sounds rather a sad story , I wonder what it entailed? The stamps still in the envelope, with the letter suggests "the boy" never received them, otherwise they would have been straight in to a stamp album . " Sorry to hear about him" sound as if he was ill or had an accident .......did he survive or succumb ?
I started a thread here a couple of years ago " Postal history is not just Stamps collecting" There is often so much more behind a complete envelope with contents.
EDIT PS Tom Hill (Knghtsbridge) make Riding boots and military leather (belts etc) which suggests Major General is a valued customer !
