The very fine work here, on the mandrels and background of the Penny Black, were made by a Lathe device, called the "Rose Engine"
Here is how it works

Issued on 6 February 2015 to mark the 500th anniversary of the death of Aldo Manuzio. (Italy) Aldus Pius Manutius was an Italian humanist, scholar, educator, and the founder of the Aldine Press. The Aldine Press is famous in the history of typography, among other things, for the introduction of italics. The press was the first to issue printed books in the small octavo size, similar to that of a modern paperback and, like that, intended for portability and ease of reading. One of the most well-known old printer's marks is the dolphin and anchor, first used by the Venetian printer Aldus Manutius as his mark in 1502.
