This is a (British) Royal Air Forces Escaping Society Cover postmarked Sola 1st September 1975 on a King Haakon VII stamp.
The RAF had to escape from Norway after the 'ill-fated' campaign of 1940. Escape was typically by boat or via Sweden helped by the Norwegian people.
