Interestingly Steiner pages do not follow Scott catalog organization for Russian Occupation, I do not have the Scott pages to see where they put them.
In Scott, the Russian occupation issues (1948-1949) are listed at the beginning of GDR. The other occupation stamps during this time are in Germany section and Steiner puts these on the German Allied Occupation set of pages These pages includes spaces "Soviet Occupation" spaces rather than at the beginning of GDR if Steiner followed Scott like he normally does. I think Steiner would have used the term Russian Occupation rather than Soviet Occupation to follow Scott but Soviet is likely more correct. From a numbering perspective, they seem to follow Germany with 10N prefix which follows 9N (Berlin Occupation. Scott catalog order is Germany then Occupation except Soviet, Offices Abroad, then GDR with the Soviet occupation issues,
I am thinking about moving them with GDR to follow catalog,
Do other album makes put them with GDR?
Why such a question? Before I print out Steiner pages, I regroup year sets to create one file and put them in catalog order. Then I number the pages (edit pages to add the page number) so the question is whether the occupation pages start with page 1 of the GDR file,

For clarification, I am looking for where Scott and SG put what Scott lists as 10N1-47.

For clarification, I am looking for where Scott and SG put what Scott lists as 10N1-47. I am a tad confused 10N1-47 as you stated is at the beginning of GERMAN DEMOCRATIC REPUBLIC in Scott. Steiner Pages are under germany_allied_occupation Pages 23 to 28

I wanted to know where Scott and SG puts these issues in their printed albums. If one looks at the Scott catalog, you find them under GDR section. I decided to visit Dr. Cheng's Country collection site and find them in on a GERMANY back of the book page and NOT on DDR labeled pages. Scott labels page "Russian" instead of Soviet. Per the description of the Scott DDR album on the NOLA Stamp Shop site: I do not see mention of the occupation issues in the description for the Germany pages. Whether Scott places them at the front or back I can't say, although knowing Scott they're probably at the back.
