IntroductionThe economic crisis of the 1930s had its impact on social and cultural activities. Institutions involved in social and cultural activities petitioned the postal service (Staatsbedrijf der Posterijen, telegrafie en Telefonie, PTT) for a stamp issue with surcharge collected for their benefit. In 1933, PTT granted one such petition by the ‘Nationaal Crisis Comité’ (National Crisis Committee) founded by Princess Juliana. PTT issued two stamps depicting Queen Wilhelmina and Princess Juliana (NVPH nrs. 265 and 266). Crisiszegels (NVPH 265 – 266)On 20 February 1935, a royal order was issued that empowered the Interior Minister to, annually, issue special stamps with a surcharge collected to be distributed among organisations supporting social and cultural activities. Since 1924, there had been an annual issue ‘Voor het Kind’ with a surcharge collected for child welfare initiatives. These stamps were issued in December. It was decided to issue the special stamps with a surcharge collected for the benefit for social and cultural activities in the summer. These stamps became known as ‘zomerpostzegels’ (summer postage stamps).

1935Initially, the ‘zomerpostzegels’ depicted portraits of Dutch personalities that had made important contributions in the social and cultural fields, reflecting the purpose of the stamps. The personalities depicted on the stamps included inventors, benefactors, physicians, and artists (musicians, painters, authors, and poets). PTT issued the first two ‘zomerpostzegels’ on 17 and June 1935 (1½c and 5c). Two further stamps were issued on 20 June 1935 (6c and 12½c). The stamps were on sale until 12 October 1935. They were invalidated on 31 December 1940. Zomerpostzegels 1935 (NVPH 274 – 277)The four stamps were designed by Willem Adriaan van Konijnenburg and printed in intaglio by Johan Enschedé & Zonen. He, primarily, composed vocal music. He became a friend of Gustav Mahler after his visit to Amsterdam. 6 ct + 4 ct, dark green, Professor Franciscus Cornelis DondersFranciscus Cornelis Donders (Tilburg, 27 May 1818 – Utrecht, 24 March 1889) was a professor of physiology at Utrecht University. He was internationally regarded as an authority on eye diseases, and one of the founders of scientific ophthalmology. 1936PTT issued the 1936 annual ‘zomerpostzegels’ on 1 May. This time, the set comprised designs by three artists. 1937The 1937 ‘zomerpostzegels’ (summer postage stamps) released on 1 June once again depicted four historical figures that had made important contributions in the social and cultural fields. The inscription ‘cultureele & sociale zorg’ (cultural and social care) was placed at the top of the stamp and replaced by the surcharge and last day of validity at the bottom of the stamp. 1938The ‘zomerpostzegels’ of 1938, issued on 16 May, comprised five stamps. The inscription ‘cultureele & sociale zorg’ (cultural and social care) made a reappearance at the bottom of the stamp below the surcharge and last day of validity. The 4 ct stamp from the set was the first Dutch stamp honouring a woman other than a monarch or regent. Zomerpostzegels 1938 (NVPH 305 – 309)The persons depicted on the five stamps are: 1½ ct + 1½ ct, grey-brown, Marnix van St. AldegondeFilips van Marnix, Lord of St. Aldegonde and Souburg (Brussels, 1540 – Leiden, 15 December 1598) was a diplomat, scientist, and poet. Born of a noble family from Marnix in the Savoye and brother to the Lord of Toulouse, Filips became an advisor to and emissary of William of Orange, father of the fatherland and leader of the Dutch revolt against the King of Spain. He is ascribed the words to the present Dutch anthem praising William of Orange.
